Chengdu Declaration Adopted during DBAR 2025
The 9th Digital Belt and Road Conference came to conclusion on June 12, 2025. During the closing ceremony, the participants adopted the Chengdu Declaration on Digital Solutions for Sustainable Development (2025-2035).
The declaration outlines a roadmap for leveraging digital technologies to advance sustainable development along the Belt and Road, fostering an inclusive, resilient, and sustainable future.
The Chengdu Decleration comes at a pivotal point as 2025 marks important milestones including the 10th anniversary of the DBAR Science Program, the midpoint of the UN Decade of Action for UN Sustainable Development Goals and the launch year of the International Decade of Sciences for Sustainable Development (IDSSD).
At this critical juncture, the Chengdu Declaration calls for strengthened collaboration among scientists, institutions, and international organizations to harness Earth big data and digital innovation for sustainable development practices across Belt and Road nations.
The declaration proposes seven key actions for the next decade:
- Advance the Digital Sustainable Development Goals Program (DSP): Strengthen the scientific foundation of the DSP by enhancing Earth observation, geospatial analytics, and big data applications tailored to regional SDG priorities.
- Build Inclusive and Interoperable Digital Ecosystems: Support the co-creation of open, interoperable, and inclusive digital platforms and artificial intelligence tools to meet the development needs of Belt and Road countries.
- Establish Science-Based Decision Support Systems: Build intelligent platforms that integrate AI, Earth system data, and socio-economic indicators to inform evidence-based policymaking.
- Enhance Capacity Building and Technology Transfer: Expand training, education, and knowledge-sharing to empower stakeholders with the digital skills and tools necessary for implementing the SDGs.
- Strengthen International Collaboration Networks: Broaden DBAR's partnerships through International Centers of Excellence (ICoEs), Working Groups, and global cooperation aligned with regional development priorities.
- Ensure Equitable Access to Digital Science: Promote open access to DBAR's data, technologies, and platforms to bridge the digital divide and foster inclusive, sustainable progress.
- Utilize Space Technologies for Actionable Insights: Advance the use of satellite and Earth observation technologies to generate reliable geospatial data for SDG monitoring and sustainability assessments.
